In January, Governor Gavin Newsom will present his sixth State Budget proposal, as he approaches the midpoint of his second term as California’s chief executive officer. After making significant spending adjustments in the 2023-24 Enacted Budget to reflect underwhelming state revenues and a budget deficit of over $30 billion, the hope is that the economy’s resilience will provide an improved outlook for Californians and the myriad of programs and services upon which they rely.
Amidst abating concerns that nearly two years of persistent inflationary pressures will thrust the national and global economies into a recession, the Governor’s Budget will have to balance the expanding needs of the state’s residents with continued fiscal prudence as revenues slowly recover. The additional dynamic of a presidential election and a tumultuous sociopolitical climate that is penetrating California’s borders present new challenges for our seasoned Governor. They say that a budget is a statement of values. The question will be how the Governor’s Budget will reflect the values of California’s rich diversity and how these values manifest in public education across the state.
The release of the Governor’s Budget proposal not only marks the beginning of discussion, debate, and negotiation of the State Budget between Governor Newsom and the California State Legislature, it also provides critical information for the development of school and community college agency budgets. For the state’s education community, the 2024-25 Governor’s State Budget proposal provides critical planning factors for local budget development as well as human resource and program planning considerations. An overview of the Governor’s education priorities and an explanation of the underlying details of the proposed Governor’s Budget will once again be presented at the School Services of California Inc.’s (SSC) Governor’s Budget Workshop.
As always, the workshop will focus on the Governor’s major funding and policy proposals, as well as provide key details for local educational agencies (LEAs) to project their revenues for 2024-25 and the remainder of 2023-24 in accordance with the Administration’s budget recommendations and fiscal assumptions. The workshop will also offer SSC’s insights and advice on what LEAs should do now to prepare for the upcoming year. Attendees will be able to submit questions during the in-person workshops to be answered at the end of each event. We look forward to joining you on this important journey.

The Governor’s Budget Workshop is intended for California’s education leaders responsible for local policy and budget decisions, including board members, superintendents, superintendents’ cabinet members, chief financial officers, fiscal directors/budget officers, public affairs/legislative officers, negotiators and human resources staff, charter school officials, and others in educational leadership positions.
