State revenues have been quite tumultuous over the last few years and projections for 2023-24 were reduced quite significantly due to lower-than-expected tax receipts. Although state tax collections are outpacing projections in 2024-25, local educational agencies (LEAs) are still constrained by a cost-of-living adjustment (COLA) of only 1.07%. The low COLA combined with declining enrollment has created financial challenges for LEAs that are preparing for bargaining. LEAs must work to solve the complex puzzle of balancing LEA fiscal solvency with competitive compensation packages to recruit and retain highly qualified staff. Amidst these challenges, it is more important than ever to understand the fundamentals of preparing for bargaining and effectively communicating the position of the LEA—including the continued tracking of one-time resources.
