The 2025-26 Local Control and Accountability Plan (LCAP) is the second year of the latest three-year cycle. While there will be no changes to the template itself, year two will usher in additional changes to the content , with the inclusion of Learning Recovery Emergency Block Grant funds for many local educational agencies (LEAs). Therefore, LEAs must once again adjust to the latest LCAP evolution. On the other hand, some things will stabilize. There will be two years of the full California School Dashboard (Dashboard) data available to inform the LCAP development, and the midyear update and the Equity Multiplier will seem like old news. To be successful under this accountability system, LEAs must meaningfully engage with stakeholders in the thoughtful review of student needs and the development of LCAP goals and actions, be transparent regarding the achievement gaps that exist in their schools, and use the resources provided to ensure that the neediest students are receiving increased and improved services. Students must now be part of the LCAP advisory committee to help with this review.

This webinar will provide LEAs with an overview of the accountability system for those new to the LCAP process and, for all attendees, guidance on the changes brought by the 2024-25 Enacted Budget. Further, the webinar will provide a step-by-step walkthrough of the template, including the action tables and the integrated Annual Update, as well as a review of the requirements for the carryover of supplemental and concentration grant funds. Lastly, participants will learn about the 2024 Dashboard and the latest news from the State Board of Education.

School districts, county offices of education, and charter schools are encouraged to send a team, including instructional leaders, human resources professionals, fiscal personnel, and key program staff. The information presented in this workshop will allow you to maximize the flexibility the Local Control Funding Formula (LCFF) provides while working to improve services to your neediest students and close the achievement gap.
