The 2024-25 education budget presents a significant Proposition 98 issue for K-12 and community college districts that will affect their ability to meet the needs of their communities in the near- and long-term. This is because how the final 2024-25 Enacted Budget treats an $8.8 billion 2022-23 fiscal year allocation to K-14 agencies above the state’s constitutional minimum obligation could translate into a $12-$14 billion reduction if Governor Gavin Newsom’s proposal is adopted. As Governor Newsom and legislative leaders enter the final stretch of the State Budget negotiations to address the remaining $27 billion deficit (after having taken early budget action in April to reduce it), the political crystal ball remains fuzzy. Fuzzier still are the budget options―and their trade-offs―that the state has to fund Proposition 98 as established in the California Constitution amidst rising costs and falling revenues.
The next major fiscal checkpoint for your local agency will be at our annual School Finance Conference, which has been the centerpiece of school agency financial management and business planning for more than 40 years. Traditionally, our School Finance Conference is held in July each year—after the Governor has approved the Legislature’s June 15 State Budget and after budget trailer bills have been acted upon. Again, this year we will present the School Finance Conference as a live webinar.

Additionally, our presentation will discuss forecasts of school funding for future months and years—a critical factor for multiyear projections and, therefore, budget-year decisions.
